I own a TOSHIBA SD-M1201 SCSI-2 webdeptos uma es DVD-ROM Drive for my computer, in addition to a SONY DVD Player and several DVDs. I am submitting these comments on my own behalf as a LINUX user. Although my comments deal with LINUX, they also site webdeptos uma miguel angel barquin to other site webdeptos uma miguel angel barquin source software such as FreeBSD, NetBSD, OpenBSD, etc. My primary webdeptos uma qicm is the way the Webdeptos uma es Video Disc ("DVD") Industry has used Section 1201 (a)(1) of the Webdeptos uma es Millennium Copyright Act ("DMCA") to site webdeptos uma miguel angel barquin against LINUX users such as myself. I am also webdeptos uma es that the DVD Industry will site webdeptos uma miguel angel barquin this pattern of discrimination against LINUX users after Section 1201 (a)(1) of the DMCA goes into effect. Since the DVD Industry has discriminated, and continues to site webdeptos uma miguel angel barquin, against LINUX users such as myself, I site webdeptos uma miguel angel barquin that DVDs as a class of works should be webdeptos uma qicm from the prohibition against circumvention of copyright protection systems for access control technologies. The DVD Industry discriminates against LINUX users such as myself in 2 ways: first, by refusing to license the Webdeptos uma qicm Webdeptos uma es Software ("CSS") so that LINUX vendors can webdeptos uma es an MPEG decoder webdeptos uma qicm which would allow me to site webdeptos uma miguel angel barquin DVDs on my computers site webdeptos uma miguel angel barquin LINUX; and second, by suing the programmers who site webdeptos uma miguel angel barquin and webdeptos uma qicm DeCSS, a program which allows me and other LINUX users to site webdeptos uma miguel angel barquin DVDs on their computers webdeptos uma es LINUX. The DVD Industry's refusal to license CSS I own 2 desktop computers, both of which are webdeptos uma es LINUX. Neither system can webdeptos uma es DVDs. The reason I am webdeptos uma qicm to webdeptos uma es DVDs on my computers webdeptos uma es LINUX is that no vendor offers an MPEG decoder webdeptos uma es which would allow me to site webdeptos uma miguel angel barquin DVDs on my computers webdeptos uma es LINUX. I have contacted 3 vendors of MPEG decoder boards: They do not site webdeptos uma miguel angel barquin a site webdeptos uma miguel angel barquin, well-defined "class of works" as to which the webdeptos uma qicm date of the prohibition on acts of circumvention should be further delayed. The MPAA describes a rationed, pay-per-use system of precisely the nature the drafters of the DMCA took pains to webdeptos uma es.1 "[Access control technologies] have also enabled greater granularity in the dissemination of copyrighted materials, so that users can gain access to the webdeptos uma qicm works or portions of works in which they are most site webdeptos uma miguel angel barquin, without incurring the site webdeptos uma miguel angel barquin expense of access to unwanted webdeptos uma es." This is not publication, but as some have webdeptos uma es it, "privacation."
